2. It's hoping President Trump will be satisfied with an easy win and won't follow up his campaign promises. In that regard, China is mistaken.
But the PRC is prepared to lift a ban on the import of US beef. This is an obvious win for agribusiness, but Trump's working class base was heavily fueled by manufacturing. And this is where a confrontation becomes genuinely interesting.
Still it's an opening bid. The PRC likely doesn't expect the US to be satisfied with it. And this is part of the problem. China erects assorted barriers and restrictions and then lowers one or two, before adding four more. It's the equivalent of Walmart raising prices by 50% before announcing a 25% off sale. So trade policies can't be tackled piecemeal. And Trump knows that.
