Kerry insists that ISIS is on the run. The Jihadist group is certainly losing ground in its core territories, but that overlooks the fact that it's evolving into a deadlier version of Al Qaeda with a greater scope and a deadlier reach. Its latest attack in Afghanistan transplants its typical tactics from Iraq. Meanwhile it has shown that it can carry out and inspire attacks in Europe and America.
Which means that dismissing it is foolish.
Obama and Kerry both like claiming that Islamic terror groups are on the run. So far though the running has ended up going the other way with Islamic terrorists transforming themselves into deadlier forces.
