The most basic strategy for defeating an enemy is to deal with what it is. Not with what it isn't.
You can't defeat an enemy unless you deal with what it is. We're not at war with generalities like militant extremism, but with the specific reality of Islamic terrorism. The failure to address that prevents law enforcement and the military from dealing with the actual threat. It's why terror attacks keep happening in America.
The refusal to deal with that reality is why we keep taking in future terrorists as refugees and immigrants and then wondering why terrorism keeps happening. It's why we keep aiding Jihadists abroad and then wondering why there's so much terrorism.
Calling something by its actual name acknowledges the problem. And that's the first step to solving it.
